Born at Huddersfield on 21 August 1858 Oscar Blackett Hill was the son of James Hill (clerk of works) and his wife Mary Blackett. For over thirty years he was an architectural assistant with Booth and Chadwick, and Thomas Chadwick, architects of Manchester.
