The second premium of £15 has been awarded to Messrs Henry & G H Goldsmith of Manchester. Their design has a single entrance only on the right hand side, serving the various rooms on the left and also the basement and first floor by means of a small staircase. Except that it is turned right to left, in other respects it is almost identical with the selected design but the elevation is of a more monumental character and so far more suitable for a public building. There is however, no staff entrance, and in this way it is inferior, as are almost all the others which are on exhibition. [Building News 16 February 1906 Page 230-231]
