As illustrated in the Building News of April 1897 the Great Harwood Town Hall Square scheme included provision for a covered market hall facing Blackburn Road. This never materialised, the Mercer Memorial Tower being erected on part of the site in 1903; the triangular open space in front of the Town Hall and Bank was used as an open market.
