At a meeting of the Manchester Corporation Sanitary Committee, and it was agreed to prepare a scheme for the erection of dwellings on a site in Boyle‑street, close to the Queen's‑road tram shed.  Four new streets were proposed between Cheetham Hill Road and Boyle Street. Each street was to be 14 yards wide in accordance with the new by-laws. It was intended that the new houses should be built in rows of six to eight cottages. Half the cottages were to contain a front parlour 12 feet 9 inches by 11 feet 9 inches, a living room 15 feet by 13 feet three inches, scullery 7 feet by 6 feet and conveniences. The yard area contained 200 square feet. On the first floor will be a front bedroom, 11 feet 9 inches by 10 feet three inches, and two back bedrooms 10 feet by 7 feet 9 inches and 13 feet 3 inches by 7 feet respectively. The remainder will contain the same accommodation, except one of the back bedrooms will become a bathroom. Ninety-nine cottages and four cottages with shops were to be built, providing accommodation for 515 persons at an estimated cost of £23,000.
