In 1865, E H Lingen Barker designed a drinking fountain with large reflecting lamp for Hereford The Hereford Corporation by a large majority granted the site, the money (£300) was all subscribed, but the permission was afterwards rescinded, in compliance with the petition of a section of the citizens. The jet d'eau was to have been illuminated at night by coloured lights from above.

The illuminated fountain idea, was subsequently taken up and carried out on a grand scale at the Colonial and Indian Exhibition of 1886 under Sir Francis Bolton.
