Charles Tomkins was born at Rusholme in 1851, the son of William Tomkins, boot maker, and his wife, Mary. By 1871 he was calling himself architect, surveyor and contractor. The following year Charles Tomkins, aged 21 years, instituted Liquidation by Arrangement with Creditors, a process which continued until 1876 when it was finally decided to wind up the estate, notwithstanding assets exceeded liabilities. The cause of his failure is unknown. In 1876 he is included in Slater’s Directory under architects but then “disappeared” from the 1883 directory and 1891 census. However, in the 1890s he joined John William Fitton, John James Vertesans, and Thomas Morvell,in partnership in carrying on business as Architects and Surveyors, at 5, Cross Street, Manchester, under the style or firm of Fitton, Tomkins, and Co., This was dissolved, by mutual consent, on 9 September, 1893.

Charles Tomkins married Elizabeth nee Tomkins, (assumed a relation), probably at North Meols and for a time following his marriage was living in Southport.
