The son of Charles Green and Ann Adelaide Green Charles William Green was born at Liverpool on 22 February 1841 and trained as an architect and surveyor. In 1871 he applied for the post of Surveyor to the Borough of Liverpool and was one of the nine short-listed candidates. He next applied for the post of Architect to the Lancashire and Yorkshire Railway Company. There were over 100 candidates for this office but the board of directors confirmed his appointment.

C W Green remained with the Lancashire and Yorkshire Railway for at least ten years but left to set up business on his own account at Cathedral Chambers, Fennel Street Manchester, it would seem with only limited success. By 1891 he had returned to Liverpool and embarked on a new career as a house builder and contractor.
