Born in Manchester in 1825 the son of James and Mary Ann Turnbull, few biographical details have been found in respect of James Turnbull. His one major success was first premium in the competition for Blackburn Infirmary. According to the British Architect Turnbull did not live to see this work completed. No record of him has been found in the 1861 Census or the 1863 directory.
