Born in Bolton on 27 February 1884, Joseph Foy was the son of Joseph Foy JP, wholesale draper and his wife, Selina. He is assumed to have been educated locally and trained as an architect. He enlisted for military service on 1 October 1916 and served as a signaller with the 226 Siege Regiment of the Royal Garrison Artillery in 1917. In 1914 he had joined with Ernest James Pomeroy in partnership, under the style of Ormrod Pomeroy and Foy. The partnership was dissolved on 31 December 1937. He was elected a Fellow of the RIBA in 1925.

Joseph Foy (of 47 Chestnut Avenue Walkden) died on 18 October 1958 at 109 Queens Avenue Bromley Cross Bolton.
