Norman Fraser Shanks was born July-September 1884 at Newchurch-in-Rossendale, Lancashire, being the second son of William Rose Shanks, a Scottish-born Unitarian Minister and his wife Ann. His maternal grandfather was the Stockport architect and surveyor Peter Pierce.  In 1899 Norman Shanks was articled to the Manchester practice of Charles Kay Mayor and Thomas Mayor, and remained with them as an assistant. He attended Manchester Municipal Schools of Art and Technology and passed the RIBA qualifying examination in 1910. He was elected Associate of the RIBA on 27 March 1911 (proposed by P Ogden, W C Hardisty J H Woodhouse) but seemingly resigned in 1921 only to re-join the Institute ten years later. By this time, he is believed to have moved to Rhos-on-Sea, North Wales. Norman Fraser Shanks married Dora Eliza Wrigley, daughter of James Wrigley during the First World War. He died on 1 October 1953; Dora Eliza, survived him a mere six weeks.

Information has yet to be found concerning his professional career.
