Ralph Baxter McColl was born in Bolton on 8 May 1861, the son of Alexander McColl, a Scottish-born headmaster and his wife Anne who also taught. He was articled to the Bolton architect George Cunliffe from 1876 to 1881. In 1881 he entered the office of George Woodhouse as an improver and remained there until the latter’s death in 1883. For the next thirty years he was employed as an assistant in the offices of Andrews & Butterworth, Stones & Bradwell of Blackburn, Jonathan Simpson of Bolton, and T E Smith of Bolton. He was elected LRIBA in 1912, proposed by J Simpson, J Pilling R C Pilling and commenced practice on his own account in 1913.
