The son of William Jackson and Mary (Ainscough), Richard Jackson was born at Liverpool on 29 December 1851 and was educated at St. Edmund's Catholic College. By 1871 the family had moved to Manchester, residing in Broughton, Salford. Richard Jackson served his articles to an unknown Manchester architect before commencing independent practice in Manchester. By 1883 he is listed in Slater’s Directory with an office at 8 King Street. By 1886 he had removed to 56 Ward’s Building, Deansgate, Manchester. A devout Roman Catholic, he specialised in designing and supervising the erection of Catholic churches and schools. The Isle of Man Times obituary listed among the works for which he was responsible were new schools at Pendleton, Salford; the new church and presbytery of St. Mary's, Radcliffe; new schools at St. Joseph's, Bury; schools in Weaste and Withington, Manchester; new schools at St. Joseph's, Heywood; a new church and presbytery at Oswaldtwistle, near Accrington; schools at Nelson. Royton, Brierfield, and elsewhere in Lancashire. He also did work at the Grand Theatre, Stockport.

In 1906 he retired to Baldrine, five miles north of Douglas on the Isle of Man. Here he built a couple of houses on Clay Head, being the first of a colony of “modern houses” occupied mostly by retired business and professional people.

Physically Richard Jackson presented a striking figure, with a large head and thick white beard. In his prime he was nicknamed "the Duke of Norfolk," and photographs show him to have borne a remarkable resemblance to the Catholic nobleman.

Richard Jackson died at “Lhergy," Baldrine, on 28 December 1937, on the eve of his 87th birthday and was interred at the Douglas Borough Cemetery. His wife, Kate, had died in August 1937. The couple had no children but had adopted their niece, Ethel Jackson.
