Thomas Maxwell was born in 1852 at Haslingden, Lancashire, the son of Lawrence and Jane Maxwell. He is believed to have been the cousin of James Maxwell and trained as a land surveyor. In the 1880s he was in partnership with William Hopwood as Hopwood and Maxwell, architects and surveyors, Bank Chambers, Blackburn but this was dissolved. In July 1891 he entered into a short-lived partnership with Maxwell and Tuke of Manchester in respect of the Blackburn office only. This partnership was dissolved by mutual consent on 28 November 1891 with Thomas Carus Maxwell continuing to operate the Blackburn office on his own account.

NOTICE is hereby given that THOMAS CARUS MAXWELL having some years ago purchased the business formerly carried out under the style or firm of HOPWARD and MAXWELL as Architects, Surveyors, Valuers, and Estate Agents, at Bank Chambers, Blackburn, has taken into Partnership Messrs Maxwell and Tuke, Architects, Estate Agents, etc. of 29, Princess Street, Manchester, and that the business will in future be carried on under the style or form of MAXWELL, TUKE, and MAXWELL, at Bank Chambers, Blackburn.
