The youngest son of the architect William Owen of Manchester and Hale and Alice Annie (nee Scotter) daughter of Sir Charles Scotter Articled to his father 1903-1908 and attended Manchester University BA Architecture in 1908 and MA in 1910. RA Schools 1909-1911.  Assistant in H M Office of Works from 1908 to 1914. Passed qualifying exam 1912 and was elected Associate of the RIBA on 2 December 1912, proposed by H Tanner, W Pott, G Hubbard. During the First World War he served in the 54th Division of the East Anglia Regiment. Returning to civilian life, he commenced independent practice about 1920. Elected Fellow of the RIBA in 1924.
