In 1845, the Bedfordshire, Hertfordshire and Essex Junction Railway Company proposed a route from Harlow to Luton by way of Tewin, Digswell Valley, Welwyn and Ayot St. Lawrence. However, the lack of financial support halted these plans and the company was finally wound up in January 1850. [London Gazette 1 February 1850 Page 5]
