BREACH OF BUILDING REGULATIONS - This week, at the Oldham Police-court, Mr. Henry Pinchbeck, an architect, residing in Manchester, was summoned for a breach of the Borough Improvement Act. The Borough Surveyor (Mr. Foote) stated that the defendant had erected eleven houses in Raper-street, Greenacres, and allowed them to become tenanted before the requisite conveniences were completed. He was also summoned under the 25th bye-law for allowing the houses to be tenanted before the proper drainage was completed. For the defence it was alleged the defendant was called away to Bridlington. Before he went he left instructions with his workmen to see that the houses were not tenanted till everything was completed; therefore the whole thing was done without the knowledge and consent of the defendant.—Mr. Taylor, in giving the decision of the court, said that the opinion of the Bench was that this sort of thing was not all right. If people would come into Oldham and speculate under the pretence of providing for the wants of the public, and not put up these conveniences, he would much rather they would keep out. A fine of 10s. and costs was inflicted in each case. [Building News 23 June 1876 page 638]
