Land at Horwich was purchased in 1884 by the Lancashire and Yorkshire Railway for a new works and associated workers’ housing. The first locomotive was made in 1889 and in the period 1891 -1900 seven engines a month were being produced. About 1886 several streets of terrace houses were built on a grid-iron pattern to house the workers, all named after famous engineers and located between the works and Chorley New Road. A corner shop /off licence was built to designs by Jonathan Simpson.

The layout was criticised by W H Lever in a debate after his address to Architectural Association in 1902.
