Built for the National Union of Boot and Shoe operatives and presumably designed by Frederick Harrison. Listed in Harrison’s entry in Pike 1902 and therefore completed before this date.The building was opened by the Mayor of Leicester in 1902 and was seen as being part of the establishment of a school of labour-thought in Leicester.

 

TO BUILDERS AND CONTRACTORS- Tenders are required for the Erection and Completion of New Premises, St. James' and Earl- streets, Leicester, for the National Union of Boot and Shoe Operatives, No. 1 Branch, Leicester. The Person or firm whose tender is accepted will be required to pay Trade Union rate of wages, and observe the recognised hours of labour. Compliance with these conditions will be rigidly enforced, under penalty. Specifications and plans can be seen at the Offices of Messrs. Harrison and Hattrell,. Architects, 34, Friar- Lane, Leicester, from whom bills of quantities can be obtained, upon payment of one guinea, which will be returned upon receipt of a bona-fide tender. Sealed and endorsed tenders to be delivered to the undersigned on or before 12 o'clock noon on the 1st day of January, 1901. The proprietors do not bind themselves to accept the lowest or any tender.
