Edward Norman Macdougall was born in the St Pancras district of London in 1825/6. By 1851 he was living in Sheffield working as an architect and it was in Sheffield that he commenced practice on his own account by 1854. In 1861 he was appointed Surveyor to the Rochdale Corporation, whence he removed. The appointment proved to be relatively short-lived and in 1865-1866 a series of classified advertisements appeared in the local press offering his services as an architect. He obtained a number of commissions in Rochdale over the next few years, most notably that for the Rochdale Public Baths, but appears to have returned to Yorkshire early in 1873 when all references to him in the local papers cease. He is included in the directory of 1879 and 1881 residing in Rotherham with an office on Westgate and by 1883 had offices in Sheffield again.

Edward Norman Macdougall died April-June 1894 at his residence at Eccleshall Bierlow near Sheffield followed by his widow, Elizabeth on 30 November 1896.
