Francis Popplewell was born at Rusholme, Manchester in 1845, the son of Francis Wilkinson Popplewell, chartered accountant. He worked as an assistant in the office of Alfred Waterhouse before commencing sole practice at 63 Faulkner Street, Manchester about 1870. He was joined in partnership by Alfred L Tate five years later. An office was first established at 20, Cooper Street, moving after a few years to 87 Mosley Street, Manchester. Following the retirement of Alfred Tate about 1892, Frank Popplewell continued the practice alone, still at 87 Mosley Street until about 1897. He died on 31 January 1898 at his residence, survived by his widow, Lucy.

Frank Popplwell’s bothers, Paul and William, continued their father’s accounting practice as F W Popplewell and Sons. By the 1890s they too had their office at 87 Mosley Street.
