In 1839 or 1840 he joined William Young in partnership, principally to carry through the building of Ashton Town Hall.  This partnership was dissolved on 16 January 1841 with the building still incomplete. Although Westall continued to advertise his services as an architect and surveyor, he increasingly made his livelihood as an estate agent and auctioneer.
