 The first public meeting to erect a memorial to Sir Robert Peel in his birthplace was held early in July 1850. Initial ideas of providing a 'substantial and appropriate memorial' were soon changed into erecting a bronze statue in the Market Place. Originally it was decided not to hold an open competition but to invite leading sculptors to submit designs but the committee then changed their position, and agreed to consider designs from other artists. These included Matthew Noble, George Truefitt, the architect, Thomas Duckett of Preston and Mr Chattwood of Bury.

ROBERT PEEL’S INTENDED MONUMENT IN HIS NATIVE TOWN:  Mr. Chattwood, architect, Bury has furnished a model. The pedestal of this design, which is surmounted by a colossal statue of Peel, is in the Grecian order. The lowest member has twelve Doric columns, with four bas relievos. The second member is composed of four niches, having at the angles Corinthian columns, and finishing with an entablature. In- the niches are the figures of Commerce, Agriculture, Knowledge, and Industry. The top member is a solid block panelled with the arms of the Peel family. The whole is 34 feet in height.
