Born in 1867 at Banbury, Oxfordshire, Frank Hearn Shayler was the son of Joseph Shayler (a solicitor) and his wife, Harriette.  He was originally articled in 1884 to Edwin Lawrence Elgar later Elgar and Cole, of Ramsgate and then studied at the Science and Arts Schools at Banbury and New Cross, London. In 1890 he joined the practice of W H Spaull in Oswestry as an assistant or, more probably, resident site architect. The census for 1891 shows him living in lodgings at Montgomery at the time.  In July 1893 he commenced independent practice at Severn Street, Welshpool, running a classified advertisement in the local newspaper at regular intervals between July and December 1893:
